International shipping with wood packaging carries legal obligations that many exporters overlook until a shipment is held at a foreign port. ISPM-15 (International Standards for Phytosanitary Measures No. 15) governs how wood packaging materials must be treated before crossing international borders. Non-compliance can result in shipment refusal, destruction of goods, quarantine fees, and fines that far exceed the cost of proper treatment. Why ISPM-15 Exists
Raw wood can harbor insects, larvae, fungi, and nematodes that pose serious threats to the ecosystems of importing countries. The Emerald Ash Borer, the Asian Longhorned Beetle, and the Pine Wood Nematode have all spread globally through untreated wood packaging. ISPM-15 was adopted by the International Plant Protection Convention (IPPC) in 2002 to create a uniform global standard for treating wood packaging materials. Over 180 countries now enforce this standard, making it one of the most universally applied trade regulations in the world.
What Materials Require Treatment
Any solid wood packaging material thicker than 6mm used in international trade must be treated. This includes pallets, crates, boxes, skids, dunnage, and load boards. The regulation applies regardless of whether the wood contacts the product being shipped. Even a single untreated wood block used as bracing inside a container can trigger non-compliance.
Exempted materials include plywood, particle board, oriented strand board (OSB), veneer, and other processed wood products where manufacturing eliminates pest risk. If your packaging uses only exempt materials, ISPM-15 treatment is not required.
Treatment Options
Heat Treatment (HT)
The most common treatment method. Wood must reach a core temperature of 56 degrees Celsius (132.8 degrees Fahrenheit) for a minimum of 30 consecutive minutes. The treatment is performed in certified kilns with calibrated temperature probes inserted into the wood core. Every treatment cycle is logged and documented for audit purposes. Dielectric Heating (DH)
An alternative method using microwave or radio frequency energy. Wood must reach 60 degrees Celsius throughout the entire profile for at least 1 minute. This method is faster but less widely available and typically more expensive.
Methyl Bromide Fumigation (MB)
Once common, methyl bromide fumigation is being phased out in most countries due to its ozone-depleting properties. Many importing countries, including the EU and Canada, no longer accept MB-treated wood. We strongly recommend heat treatment as the universal solution.
The ISPM-15 Mark
Treated wood packaging must bear the official ISPM-15 stamp mark, which includes the IPPC logo, the two-letter country code, the treatment provider's registration number, the treatment code (HT or DH), and the debarked indicator (DB). The mark must appear on at least two opposite sides of the pallet and must be permanent, legible, and not placed on a removable component.

China conducts rigorous inspections at ports and has been known to reject shipments for faded or unclear marks. The European Union enforces ISPM-15 strictly and has banned methyl bromide treatment entirely. Research your specific destination country's requirements before shipping.
